We proudly present our Board of Directors. These are the men and women who devote their time, energy and expertise pro bono to enable the Five STAR Veterans Center to meet its goal of getting military veterans back to work and enjoying the lives they deserve.

 

PRESIDENT, BOARD OF DIRECTORS, MIKE ATTER, ESQ.

Board Member since 2014

MR. MICHAEL A. ATTER represents clients in the North Florida area as a partner in Wood, Atter & Wolf, P.A. As a former State Attorney and a civil trial lawyer, Mr. Atter continues the fine tradition of aggressive and compassionate representation of clients. The firm's managing partner has a sincere interest in making sure that each client gets the dedicated representation necessary to get the job done.


VICE PRESIDENT, BOARD OF DIRECTORS, MIKE HIGHTOWER

Board Member since 2014

MR. MICHAEL R. (MIKE) HIGHTOWER joined JEA as its Chief Public Affairs Officer in 2015, bringing over 35 years of government and legislative relations experience. Previously he served 16 years on JEA’s Board of Directors, including 2 two-year terms as Chair. Prior to joining JEA, Mike had a successful three decade career at Florida Blue, where he served in various leadership roles, most recently as Vice President of Governmental and Legislative Relations. During this time, Mike worked closely with key political leaders in the federal, state and local government. He then joined the Holland and Knight International Law firm as a Senior Policy Advisor prior to joining the JEA Senior Leadership Team. In addition to his professional accomplishments, Mike dedicates his time, talent and leadership to numerous boards and commissions. Mike, a 1972 graduate of Jacksonville University, resides in Jacksonville with his wife Sue, an Elementary Special Education Instructor. The couple has one son, Parker, daughter-in-law Maggie and a new granddaughter, Gracie. Mike is a third term 2003, 2005, 2007 University of Florida Graduate School Adjunct Instructor, “Principals of Lobbying”.


TREASURER, BOARD OF DIRECTORS, MR. DAYTON WARFLE

MR. DAYTON WARFLE

Board Member since 2014

MR. DAYTON WARFLE lives in Atlantic Beach Florida. He retired from Bank of America in 2016 where he most recently served as SVP, Military Affairs. He led the Military Support and Assistance Group employee network, with over 6000 members. He is currently joining 5 Star as the Business Development Director. Dayton is a retired Marine with 23 years of service.


SECRETARY, BOARD OF DIRECTORS, LUCY ANN HOOVER, ESQ.

MS. LUCY ANN HOOVER

Board Member since 2014

MS. LUCY ANN HOOVER is currently an Assistant Professor of Criminal Justice at the University of North Georgia in Dahlonega. Prior to her move to Georgia, she taught for 2 years as an Adjunct Professor at the Florida Coastal School of Law in Jacksonville. She was also the Deputy District Director for U.S. Congressman Ted S. Yoho managing the Florida District Office for three counties. Ms. Hoover served as a Special Agent with the FBI for over 22 years in both domestic and international venues; notably, in Baghdad, Iraq as a team leader preparing for the prosecution of Saddam Hussein and 2 years at the U.S. Consulate in Istanbul, Turkey. Additionally, Ms. Hoover served one year as a Staff Advisor to the U.S. military in Kandahar, Afghanistan.


MR. DANIEL K. BEAN

Board Member since 2016

MR. DANIEL K. BEAN is the executive partner of the Jacksonville office of Holland & Knight and is a trial lawyer who has prosecuted and defended a variety of matters in both federal and state court. Mr. Bean possesses extensive experience in trust and probate matters, complex commercial litigation matters, including contract disputes, insurance coverage issues, financial lending matters and class actions, as well as in the provision of assistance to foreign litigants in accordance with Title 28 United States Code Section 1782. Mr. Bean also provides preventative legal counsel to clients in order to minimize future litigation costs. Prior to his employment with Holland & Knight, Mr. Bean clerked for the Honorable J.H. Moore II, the Honorable Ralph W. Nimmons Jr. and the Honorable Harvey E. Schlesinger of the United States District Court. Mr. Bean previously served in the United States Navy as a surface warfare officer and as a judge advocate. He is a retired Navy Captain and received the Legion of Merit.


 

JUDGE DAVID CARSTETTER

Board Member since 2013; Board Member Emeritus since 2015

JUDGE DAVID CARSTETTER is a retired Federal Administrative Law Judge. He is a graduate of Penn State with a B.A. and received his law degree from Duke University. Judge Carstetter served as a Lt. Commander in the USNR from 1960 to 1980. He is a member of the Jacksonville and American Bar Associations; The Florida Bar; Jacksonville Defense Lawyers Association; Lawyer-Pilots Bar Association. He is currently a member of the John Phillips Law Firm.


MS. CINDY GRAVES

Board Member since 2015

MS. CINDY GRAVES is the elected Member at Large of the National Federation of Republican Women in Washington DC and serves as her county’s state committeewoman and Chair of the RPOF Women’s Engagement Committee. She is immediate past president of the Florida Federation of Republican Women. A retired talk radio host, the daily Cindy Grave Show was broadcast weekdays in NE Florida from 2012 to May 2015. From 2009 to 2012 she co-hosted What’s the Buzz weekly radio hour featuring local news and commentary. Cindy also has an extensive background in Public Relations and Marketing.


MR. KEITH MAYNARD

Board Member since 2014

MR. KEITH MAYNARD has been a practicing attorney since 2003 holding licenses in Maryland, Florida, and the Middle and Southern Districts of Florida. He currently works for the law firm of Spohrer & Dodd representing individuals and their families who have been seriously injured or killed. Mr. Maynard handles complex litigation in aviation law, wrongful death, products and premises liability, transportation accidents and insurance law. He is a graduate of the University Of Baltimore School Of Law with a J.D. focused on business law and an M.B.A. from the Merrick School of Business. While at U.B. he participated in an internship for the Securities Exchange Commission where he assisted investigations and prosecutions of securities violations. After law school he spent several years as an Assistant Public Defender in Maryland where he handled hundreds of criminal cases and conducted numerous bench and jury trials. His cases have included a number of serious felonies and murder trials. Major Maynard has served in the Maryland Army National Guard since 1993 and is currently a rated UH60 Blackhawk Pilot. In addition to a number of domestic assignments and military maneuvers, Mr. Maynard served in Operation Noble Eagle and then in Operation New Dawn where he was deployed to Iraq and Kuwait in 2011 and 2012. Major Maynard is proud of his military service and is honored to serve our country with the brave men and women of the Army National Guard.


MR. JACK WEBB, ESQ.

Board Member since 2015

MR. JACK WEBB, ESQ. is a partner with Kelley Kronenberg Attorneys at Law. Previously he was a partner in the Jacksonville, Florida law office of Brennan, Manna & Diamond, and practices commercial litigation, construction law and general business practice in a variety of areas, including labor & employment law. He has more than 18 years of experience counseling and advising clients on a variety of matters. Jack also participates in a multitude of civic matters such as assisting to build public-private relationships, serving on several local non-profit boards, and providing his time and expertise to JCCI, Inc., Jacksonville’s local think tank organization. Jack recently concluded his appointment by the Jacksonville City Council to serve as a commissioner on the Northeast Florida Regional Transportation Study Commission.


MR. WESLEY F. WHITE, ESQ

Board Member since 2014

MR. WESLEY F. WHITE, ESQ Wes was a magna cum laude graduate of the University of Miami and graduated law school with honors from the University of Florida. He has been a member of the Florida Bar since 1979. He has been involved with various civic organizations and is the immediate past Chairman of the Board of Directors for Ark of Nassau (formerly, the Association for Retarded Citizens of Nassau County). He previously served as a Trustee of the Miami Children's Hospital.
