PRESIDENT, BOARD OF DIRECTORS, MIKE ATTER, ESQ.

Board Member since 2014

 MR MICHAEL A. ATTER represents clients in the North Florida area as a partner in Wood, Atter & Wolf, P.A. As a former State Attorney  and a civil trial lawyer, Mr. Atter continues the fine tradition of aggressive and compassionate representation of clients. VICE PRESIDENT, BOARD OF DIRECTORS, MIKE HIGHTOWER

Board Member since 2014

 Mike Hightower is Senior Policy Advisor at Holland & Knight law firm's Jacksonville office. He joined H&K in December 2014, after more than three decades at Florida Blue, most  recently as Vice President of Governmental and Legislative Relations. 

During Mr. Hightower’s 34-year tenure at Florida Blue, he worked closely with key political leaders in federal, state and local government.  Throughout the state, he is well-known for his political leadership, having served as chair or finance chair for more than 580 successful state, local or  federal candidates since 1972, and has assisted in raising more than $136.3 million for charitable, candidate and political party campaigns since 1981.

 Throughout his career, Mr. Hightower has been active in several community and civic organizations. He currently holds leadership and board positions with Associated Industries  of  Florida; Jacksonville Chamber of Commerce’s JaxBiz; The Florida College System Foundation; Florida House Embassy in Washington, D.C.; Children’s Resources in Miami; and  the  Florida Governor’s Mansion Foundation. Mr. Hightower is the immediate past chair of the Jacksonville Utility Authority(Electric, Water and Sewer) and is a former chair of the Jacksonville Regional Chamber of Commerce and the US. Naval Academy Board of Visitors. Mr. Hightower also served four years as chair of the Duval County Republican Party.

 

TREASURER, BOARD OF DIRECTORS, C. BARRETT SCRUGGS

Board Member since 2014 

 MR C. BARRETT SCRUGGS is Senior Manager, CitiGroup, Jacksonville, FL. Mr Scruggs is a West Point graduate who served in  the US Army including commanding Patriot Air and Missile Defense Battery deployed to Kuwait and Qatar in support of Operation  Enduring Freedom. Mr Scruggs is also President of the West Point Society of North Florida and the Co-Chair, Citi Military Veterans  Network-Jacksonville. 

 

 

 

 

SECRETARY, BOARD OF DIRECTORS, LUCY ANN HOOVER, ESQ.

Board Member since 2014 


 MS LUCY ANN HOOVER
is currently an Adjunct Professor at the Florida Coastal School of Law. She was the Deputy District Director for U.S.  Congressman Ted S. Yoho managing Florida District Offices for three counties. Ms Hoover served as a Special Agent with the FBI for over 22 years  and led a team preparing for the prosecution of Saddam Hussein. Ms Hoover also served as Staff Advisor to the U.S. military in Kandahar,  Afghanistan.

JUDGE DAVID CARSTETTER is a retired Federal Administrative Law Judge.  He is a graduate of Pennsylvania State College with a B.A. and received his law degree from Duke University. Judge Carstetter served as a Lt. Commander in the USNR from 1960 to 1980.  He is a member of the Jacksonville and American Bar Associations; The Florida Bar; Jacksonville Defense Lawyers Association; Lawyer-Pilots Bar Association. He is currently a member of the John Phillips Law Firm.

 

 

KEITH MAYNARD

Board Member since 2014 

 MR KEITH MAYNARD has been a practicing attorney since 2003 holding licenses in Maryland, Florida, and the Middle and Southern Districts of  Florida. He currently works for the law firm of Spohrer & Dodd representing individuals and their families who have been seriously injured or killed.  Mr. Maynard handles complex litigation in aviation law, wrongful death, products and premises liability, transportation accidents and insurance law.

 He is a graduate of the University Of Baltimore School Of Law with a J.D. focused on business law and an M.B.A. from the Merrick School of  Business. While at U.B. he participated in an internship for the Securities Exchange Commission where he assisted investigations and prosecutions of  securities violations. After law school he spent several years as an Assistant Public Defender in Maryland where he handled hundreds of criminal cases  and conducted numerous bench and jury trials. His cases have included a number of serious felonies and murder trials.

 Major Maynard has served in the Maryland Army National Guard since 1993 and is currently a rated UH60 Blackhawk Pilot. In addition to a number of domestic assignments and  military maneuvers, Mr. Maynard served in Operation Noble Eagle and then in Operation New Dawn where he was deployed to Iraq and Kuwait in 2011 and 2012. Major Maynard is  proud of his military service and is honored to serve our country with the brave men and women of the Army National Guard.

 

 

 

MR DAYTON WARFLE

Board Member since 2013 


 MR DAYTON WARFLE
is SVP, Military Affairs at Bank of America. He lives in Atlantic Beach Florida, and leads the Military Support and Assistance Group employee network with over  6000 members. Dayton is a retired Marine with 23 years of service.

 

 

 

 

 

 

 

MR. JACK WEBB, ESQ.

MR. JACK WEBB is a partner in the Jacksonville, Florida law office of Brennan, Manna & Diamond, and practices commercial litigation, construction law and general business practice in a variety of areas, including labor & employment law. He has more than 18 years of experience counseling and advising clients on a variety of matters.

 

Jack also participates in a multitude of civic matters such as assisting to build public-private relationships, serving on several local non-profit boards, and providing his time and expertise to JCCI, Inc., Jacksonville’s local think tank organization. Jack recently concluded his appointment by the Jacksonville City Council to serve as a commissioner on the Northeast Florida Regional Transportation Study Commission.

 

 

 

 MR WESLEY F. WHITE, ESQ

Board Member since 2014 

 MR WESLEY F WHITE is currently running for State Attorney in Florida’s 4th Judicial Circuit. In January of 2009, he was appointed to serve as an assistant State Attorney, and  served as the director of the Nassau County office. In that dual capacity, he was part of State Attorney Angela Corey’s management team for the entire Circuit, and had principle  responsibility for all prosecutions within Nassau County. Prior to 2009, his professional career centered on complex civil litigation and, less frequently, civil rights litigation.

 Wes was a magna cum laude graduate of the University of Miami and graduated law school with honors from the University of Florida. He has been a member of the Florida Bar  since 1979. He has been involved with various civic organizations and is the immediate past Chairman of the Board of Directors for Ark of Nassau (formerly, the Association for  Retarded Citizens of Nassau County). He previously served as a Trustee of the Miami Children's Hospital.
